Balochistan, KP dominate violence landscape in first quarter: CRSS

ISLAMABAD: During the first quarter of 2024, Pakistan witnessed 432 violence-linked fatalities and 370 injuries among civilians, security personnel, and outlaws, resulting from as many as 245 incidents of terror attacks and counter-terror operations. This includes 281 fatalities among civilians and security forces personnel. Khyber Pakhtunkhwa (KP) and Balochistan provinces, both bordering Afghanistan, accounted for over 92 per cent of all fatalities and 86pc of attacks (including incidents of terrorism and security forces operations) during this period. Individually, the former suffered 51pc and the latter 41pc of all fatalities in the first quarter of 2024. The data indicates that the remaining regions were relatively peaceful, suffering less than 8pc of all fatalities. 432 violence-linked fatalities and 370 injuries recorded; new militant group emerges Interestingly, militant organisations claimed responsibility for less than 20pc of the total casualties attributed to terror...

Pakistan ‘unlikely to break free from IMF support, incomplete PM terms’, says IIF

ISLAMABAD: On its way to missing targets in the current financial year, Pakistan’s biggest challenge now is fiscal consolidation and reforms amid a weak coalition government and political instability stemming from accusations of electoral fraud, the Washington-based Institute of International Finance (IIF) has said. On the other hand, exchange rate, monetary policy, energy subsidies and state-owned enterprises (SOE) reforms are unlikely to be a barrier to the new IMF programme on the back of good progress on all these fronts over the past year, said the IIF, a global association of financial institutions comprising the world’s largest commercial and investment banks, insurance companies and investment management firms. “The biggest challenge will come from fiscal consolidation,” the IIF said, noting that this was an area of particular importance, as large fiscal deficits have led to public debt increasing from 55pc of GDP in the fiscal year 2009-10 to 79pc in 2022-23. “New estimates...

Labour loses 23,000 members over UK’s Gaza policy

LONDON: The United Kingdom’s Labour party reported a loss of membership by 23,000 over its Gaza policy and environmental messaging, new figures revealed. Official figures showed that memberships fell from 390,000 in January to 366,604 last week, though the party is leading in opinion polls and widely believed to win in the next general election after a 14-year rule of the Conservative party. A report in The Guardian quoted a senior Labour figure saying, “It is a big fall in just two months. People were surprised, even taken aback.” It added that Labour insiders believe the fall is primarily a result of “anger among Muslim and other Labour supporters over Keir Starmer’s position on Gaza” and his refusal over several months to call for an immediate ceasefire. Labour leader Keir Starmer came under heavy criticism soon after the conflict erupted. On October 11, four days after Hamas killed Israeli citizens and Israel responded with an aggressive campaign of air attacks and blockades, ...

Internal rifts amid Imran’s detention embarrass PTI

ISLAMABAD: Internal divisions within the PTI amid the incarceration of its founding chairman, Imran Khan, have become a matter of embarrassment for the party, particularly evident in the discord over the distribution of parliamentary and general body tickets. Party leaders, while acknowledging such rifts as common in political entities during ticket allocations, express that the absence of Mr Khan has exacerbated these issues. They lament that party leaders don’t have access to Mr Khan, imprisoned in Adiala Jail, whereas the lawyers who are allowed to meet him allegedly give either partial messages or twist messages according to their own interests. Considering the situation, PTI Chairman Barrister Gohar Ali Khan has issued a notification, appointing Raoof Hasan as the “exclusive spokesperson” to streamline communication on policy matters. Party names Raoof as ‘exclusive spokesperson’ to streamline communication on policy matters The friction within the PTI became starkly appare...

Stocks falter on dismal GDP growth, costly power

KARACHI: Amid an economic slowdown in the second quarter of the current fiscal year and a substantial hike in electricity tariffs, the stock market snapped its four-day winning streak on Friday. As a result, the benchmark index faltered from an all-time high level hit a day earlier. Ahsan Mehanti of Arif Habib Corporation said the National Electric Power Regulatory Authority’s (Nepra) approval of a Rs2.75 per unit hike in the uniform electricity tariff for the April-June quarter and a sharp slowdown in GDP growth to 1pc in 2QFY24 compared to 2.2pc in the same quarter last year depressed market sentiments, triggering profit-taking by institutional investors. The power regulator, however, has raised serious concerns as the power companies were also seeking an additional Rs4.99 per unit in fuel cost adjustment (FCA) for electricity consumed in February. The net increase would be Rs7.63 per unit for extra fuel cost, which would make it impossible for the industry to absorb such shocks o...

Palestine Amb Ahmed Jawad shakes hands with President Asif Zardari at Aiwan-i-Sadr.—APP ISLAMABAD: Less than a week after the United States again opposed the Pakistan-Iran gas pipeline project and cautioned about the risk of sanctions, President Asif Ali Zardari stressed the need for promoting barter trade and economic relations with Iran for the mutual benefit of the two brotherly countries. PIA suspends crew member after brief detention in Toronto

RAWALPINDI: A member of the Pakistan International Airlines (PIA) cabin crew on a flight from Lahore to Canada has been suspended after she was briefly detained by customs authorities on arrival in Toronto for carrying the passport of an unrelated person. Hina Sani was detained along with two other crew members who were also on duty with her on flight PK-789. However, the three crew members were later freed and allowed to travel back to Pakistan following investigations. Later, the PIA management suspended Ms Sani and announced it would take further action in line with the Canadian customs’ investigation report. It is against international law to carry someone else’s passport while traveling abroad. PIA spokesman Abdullah Hafeez Khan said the airline management was in touch with the Canadian authorities and cooperating with them in the case. He said the suspended crew member would face further departmental and legal action in the light of the Canadian authorities’ inquiry report. ...

Petrol may hit Rs290 ahead of Eid

ISLAMABAD: Ahead of Eidul Fitr, the petrol price is estimated to go up by about Rs10-11 per litre on Sunday (March 31) for the next fortnight, owing mainly to higher import premiums and global prices. However, the price of another key fuel, high-speed diesel (HSD), is likely to drop by up to Rs2 per litre. Given petrol’s current ex-depot price of around Rs280 per litre, the coming review may take its rate beyond Rs290. Informed sources said the import price of petrol has increased by about $4 per barrel, and its import premium has further gone up to $13.5 per barrel from $12.15 a fortnight ago because of the geopolitical situation. As a result, the price of petrol is estimated to rise by Rs10-11 per litre, depending on the final exchange rate calculation. Price of high-speed diesel expected to drop by up to Rs2 per litre On the other hand, the HSD price was down in the international market, and the import premium paid by Pakistan State Oil (PSO) remained unchanged at $6.50 per b...

China’s Xiaomi enters car market with new electric vehicle

BEIJING: Chinese consumer tech giant Xiaomi launched its first electric vehicle in Beijing on Thursday, injecting itself into a fiercely competitive sector in the world’s largest car market. China’s EV sector has grown rapidly in recent years — propelled by purchasing subsidies that were discontinued in late 2022 — and dozens of domestic automakers are engaged in a stiff price war to get ahead in a crowded market. Xiaomi is known for its affordable smartphones and home appliances, and CEO Lei Jun says he is now putting his “reputation on the line” with the SU7 EV, challenging Chinese car giant BYD and Elon Musk’s Tesla. A basic SU7 model will cost 215,900 yuan ($29,868), Lei told a glitzy launch news conference in Beijing on Thursday evening. The sleek and sporty SU7 will be available in nine colours and includes “sound simulation”, Lei said, “to recreate the thrill of driving a sports car”. It also offers plenty of other gimmicks, such as karaoke equipment and a mini-fridge. Xi...

Oath-taking impasse in KP may stall Senate polls: ECP

• Commission irked at provincial assembly speaker’s refusal to administer oath to members elected on reserved seats • Former caretaker prime minister Anwaarul Haq Kakar among nine senators elected unopposed from Balochistan ISLAMABAD: The controversy over a delay in the oath-taking of Khyber Pakhtunkhwa Assembly members took a new turn on Thursday, as the Election Commission of Pakistan (ECP) hinted at postponing Senate elections if the provincial assembly speaker keeps on dragging his feet on administering the oath to MPAs elected on reserved seats. The order was issued by a five-member ECP bench led by Chief Election Commissioner Sikandar Sultan Raja. The bench deliberated on several petitions urging the KP Assembly speaker to perform the oath-taking ceremony for members allocated reserved seats for women. “Under Article 17 of the Constitution, every citizen has the right to vote to participate in the governance of the country through their chosen representatives,” the bench ...

ATC grants bail to PTI’s former MNA, social media activist

LAHORE: An anti-terrorism court on Wednesday granted post-arrest bail to PTI’s former MNA Aalia Hamza and social media activist Sanam Javed in a case of Shadman police station attack during the May 9 riots . Judge Arshad Javed allowed the bail to the women after hearing concluding arguments of their lawyers. Advocate Naseeruddin Nayyar argued on behalf of Ms Hamza saying the police arrested his client, who was already in jail for nine months, after the Lahore High Court granted her bail in the last case of Jinnah House attack against her. He said the police acted with mala fide to implicate the former MNA in a new case only to frustrate her release. He asked the court to reject the police request and discharge the former MNA in the case. On behalf of Ms Javed, Advocate Shakeel Pasha argued that the police implicated the petitioner in a new case to foil her release on bail in the last case against her. He said the trial court allowed her bail in the case of torching PML-N office...

GB Assembly sees plot to hurt Pak-China ties

GILGIT: The Gilgit-Baltistan Assembly on Wednesday condemned the suicide attack on Chinese nationals and termed it a conspiracy to sabotage the Pakistan-China friendship. Through a unanimously adopted resolution, the lawmakers vowed to protect the CPEC and Chinese nationals. During the session chaired by Deputy Speaker Sadia Danish, opposition leader Kazim Mesum and Javed Ali Manwa and Wazir Saleeem from the opposition benches tabled the resolution. The resolution condemned the suicide attack on Chinese citizens in Bisham and the terrorist assault on a navy base at Turbat in Balochistan and said that attacks at the beginning and end of the CPEC route are alarming. It paid great respect to all those who sacrificed their lives in the war on terrorism. Speaking on the issue, GB Minister for Law Sohail Abbas Shah suggested the resolution be declared unanimous. Opposition member Manwa said the attack on Chinese nationals amid talks for IMF loan seems to be aimed at discouraging in...

18 Gazans die trying to collect airdropped aid

• US defence secy calls protecting Palestinians ‘moral imperative’ • Tel Aviv withdraws from Doha talks GAZA STRIP: Twelve people drowned and at least six were killed in stampedes trying to recover aid airdropped into Gaza, local authorities said on Tuesday. The deaths occurred in the north of the besieged territory on Monday, with people rushing to collect packages dropped from planes along Gaza’s Mediterranean coast. The UN humanitarian office called on Tuesday for Israel to revoke a ban on food deliveries to northern Gaza from the UN Palestinian refugee agency UNRWA, saying people there were facing a “cruel death by famine”. Israel had earlier said it would stop working with UNRWA in Gaza, accusing the aid agency of perpetuating conflict. The agency said Israel told it that it would no longer approve its food convoys to north Gaza. Four such requests were denied since March 21, it said. “The decision must be revoked,” United Nations Office for the Coordination of Humanitarian...

Trump wins lifeline in civil fraud case

NEW YORK: Donald Trump was thrown a huge lifeline on Monday when an appeals court slashed what could have been a crippling demand for a nearly half-billion-dollar bond payment and also gave him 10 more days to pay. The Republican presidential candidate got the unexpectedly positive news about his New York civil fraud case while he was sitting in court for another case — a hearing in his upcoming criminal trial over paying hush money to a porn star. Trump had been facing a Monday deadline to pay the huge original bond pending an appeal against a judge’s decision that he is liable for fraudulently conspiring to inflate his net worth. Trump had made clear he was unable to find the $454 million and he risked seeing New York state confiscate parts of his property empire in response. Now with Monday’s decision, he will have 10 more days to pay just $175 million. Writing on his Truth Social app, Trump said he would “abide by the decision of the Appellate Division and post either a bond,...

‘Cipher trial among most expensive cases’

ISLAMABAD: The counsel for former premier Imran Khan on Monday termed the cipher case “one of the most expensive cases in Pakistan’s history” as witnesses were even brought in from abroad at every hearing. Barrister Salman Safdar stated this as he continued his arguments in the appeal against the conviction of Mr Khan and ex-foreign minister Shah Mehmood Qureshi for 6th day on Monday before a division bench of the Islamabad High Court (IHC) comprising Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb. He said some witnesses were working in foreign missions and they were brought to record their testimony before the investigation team and the court on a number of occasions, resulting in huge money being spent by the state on their travel expenses. Barrister Safdar described the cipher case as one of the most expensive cases of the country. Imran’s lawyer says original copy of cable is with Foreign Office; PTI expresses lack of trust in Justice Farooq During the cou...

Pope skips Palm Sunday homily

ROME: Pope Francis, at the last minute, skipped reading his homily during a Palm Sunday Mass for tens of thousands of people in St Peter’s Square. It is very unusual for a pope to totally skip a homily at a major event such as Palm Sunday, which marks the start of Holy Week, a busy period leading to Easter. In recent weeks, the 87-year-old pope has been suffering on and off from bronchitis and influenza and has delegated an aide to read his addresses for him, but on Sunday his prepared text was not read at all. The Vatican gave no immediate explanation for why the pope skipped the homily. An announcer on Vatican Radio then said the pope had decided to not read the homily. However, the pope, dressed in red vestments, continued presiding, reading parts of the Mass and was driven around the crowd in a popemobile. The clerics, along with participants held palm fronds and olive branches at the service. Published in Dawn, March 25th, 2024 from The Dawn News - Home https://ift.tt/ky5...

Second phase of Afghan repatriation in the works

• Provincial authorities, law enforcement agencies tasked with collecting information on Afghan Citizen Card holders • Authorities estimate around half a million returned during first phase PESHAWAR: Pakistan has begun preparations to launch the second phase of its repatriation drive to send nearly one million ‘documented’ Afghans back to their homeland, with directives to district authorities and police to map and collect data of their whereabouts across the country, documents reveal. An official privy to the development said instructions had been issued to district administrations and police to expedite the mapping of Afghan Citizen Card (ACC) holders. No date has yet been announced, but an official said the campaign to repatriate hundreds of thousands of ACC holders could begin in early to mid-summer, following approval from the federal government. “We have already started the mapping process,” Abid Majeed, Khyber Pakhtunkhwa’s additional chief secretary, told Dawn . “It will...

New security law comes into force in Hong Kong

HONG KONG: A new national security law came into force in Hong Kong on Saturday despite growing international criticism that it could erode freedoms in the China-ruled city and damage its international financial hub credentials. The law, also known as Article 23, took effect at midnight, days after Hong Kong’s pro-Beijing lawmakers passed it unanimously, fast-tracking legislation to plug what authorities called national security loopholes. Hong Kong Chief Executive John Lee said the law “accomplished a historic mission, living up to the trust placed in us by the Central (Chinese) Authorities”. The United States expressed concerns that the law would further erode the city’s autonomy and damage its reputation as an international business hub. “It includes vaguely defined provisions regarding ‘sedition’, ‘state secrets’, and interactions with foreign entities that could be used to curb dissent,” US Secretary of State Antony Blinken said in a statement. Australia and Britain on Friday...

Envoy says no pause in ties with Kabul despite strikes

ISLAMABAD: Pakistan’s Special Envoy for Afghanistan, Asif Durrani, has said there is no pause in relations with the Taliban administration in Kabul despite recent military actions. Talking to Dawn on Friday after a meeting with Afghan Charge d’Affaires Sardar Ahmad Shakib, Ambassador Durrani described the meeting as a continuation of engagement with Taliban officials after the strikes against Gul Bahadur Group hideouts in Afghanistan. A day earlier, Pakistan’s Foreign Office had publicly voiced desire for addressing the issue of terrorism with Afghanistan through dialogue and cooperation. The strikes, aimed at the hideouts of the Gul Bahadur Group in Afghanistan, marked a significant moment in the complex relationship between Islamabad and the Taliban government, which has been strained by the issue of terrorist sanctuaries since the Taliban’s ascension to power in 2021. This incident was notably the first instance of Pakistan deploying fighter jets into Afghan airspace for s...

Opposition protests as KP govt ignores assembly session order

PESHAWAR: The opposition and government in Khyber Pakhtunkhwa are headed for legal confrontation after the government refused to follow the order of the governor, who had called a session of the provincial legislature. On Friday, opposition members staged a protest demonstration against the government for refusing to call a sitting of the KP Assembly. They alleged that the government wanted to deprive the women and minority members, elected on reserved seats and notified by the Election Commission of Pakistan, of casting their vote [in the Senate polls slated for next month]. “This is their [women and minority members’] right to take oath. They [Pakistan Tehreek-i-Insaf] want to take four extra seats in the Senate polls,” said Dr Ibadullah Khan of PML-N, who is leader of the opposition in the KP Assembly. Dr Ibadullah, who was joined by opposition members from other political parties, regretted that on one hand PTI was complaining about alleged changes in Form-45s and Form-47s ai...

Zardari pleads presidential immunity in two NAB cases

ISLAMABAD: President Asif Ali Zardari has filed for immunity under Article 248 of the Constitution, aiming to stop the ongoing criminal proceedings against him in the Islamabad Accountability Court pertaining to the Thatta Water Supply Project and Park Lane cases . Mr Zardari also intends to extend the immunity claim to two other cases concerning Toshakhana vehicles and fake bank accounts, his lead counsel, Senator Farooq H. Naek, told Dawn on Thursday. Article 248 of the Constitution safeguards high-ranking officials, including the president, from legal proceedings in court for actions taken during their term of office. It states that such officials “shall not be answerable to any court for the exercise of powers and performance of functions of their respective offices” and prohibits any criminal proceedings or arrests during their tenure. The accountability court has since issued a notice to the National Accountability Bureau (NAB), seeking a response to Mr Zardari’s applica...

Blinken in Mideast to bolster efforts for Gaza ceasefire

GAZA STRIP: US top diplomat Antony Blinken touched down on Wednesday in the Middle East to bolster international efforts to secure a truce in the war, as the threat of famine looms in besieged Gaza. Global concern has mounted over the military conflict now in its sixth month. The latest flare-ups included an Israeli assault on Gaza City’s Al-Shifa Hospital complex, an area crowded with thousands of patients and people seeking refuge. Overnight bombings and battles across the territory killed 90 people, said the health ministry in Gaza, which put the overall Palestinian death toll at close to 32,000. A senior Hamas official said on Wednesday that Israel’s response to the group’s latest Gaza ceasefire proposal was negative after mediators handed it over. Hamas says Israeli response to its truce proposal is negative “On Tuesday evening, our brothers, the mediators, informed us of the occupations position on the proposal … it is a negative response in general and does not respond ...

Cipher probe began before complaint, says Imran’s lawyer

ISLAMABAD: As the Islamabad High Court took up the PTI founder’s appeal against the conviction in the cipher case , the counsel representing former prime minister Imran Khan said the inquiry in the case was started before the complaint regarding the offence was registered. Barrister Salman Safdar argued before the division bench comprising Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb on Tuesday. He said the Ministry of Interior filed the complaint before the Federal Investigation Agency (FIA) under Section 33 of the Official Secrets Act on October 12, 2022. The investigation officer during the cross-examination, however, stated that he was entrusted the inquiry in the case on Oct 5, almost a week before the registration of the complaint, said the lawyer. CJ Farooq inquired about the mechanism and procedure adopted by the FIA and sought documentary evidence from the counsel. Justice Aurangzeb asked about the reason for the initiation of the probe under the secr...

Clans step in to protect Gaza aid

Image
Palestinians gather to receive free food on Tuesday, even as Gaza residents face alarming levels of hunger during the month of Ramazan.—Reuters CAIRO: Armed and masked men from an array of clans and factions have started providing security to aid convoys in Gaza, Palestinian officials and sources in the Hamas group say. Video footage obtained by Reuters showed a convoy of trucks entering Gaza City with foreign aid overnight, watched by several men armed with AK-47 assault rifles and others wielding sticks. With Israeli forces sworn to eliminating Hamas since its deadly Oct 7 raid on Israel, it has become highly risky for anyone linked to the group to emerge into the open to provide security for aid deliveries to desperate civilians. So numerous clans, civil society groups and factions — including Fatah — have stepped in to help provide security for the aid convoys, according to the Palestinian officials and Hamas sources. With public order strained, safe distribution of suppl...

Putin to visit China in May for talks with Xi

BEIJING: Russian President Vladimir Putin will travel to China in May for talks with Xi Jinping, in what could be the Kremlin chief’s first overseas trip of his new presidential term , according to five sources familiar with the matter. Western governments on Monday condemned Putin’s re-election as unfair and undemocratic. But China, India and North Korea congratulated the veteran leader on extending his rule by a further six years, highlighting geopolitical fault lines that have widened since Russia’s 2022 invasion of Ukraine. “Putin will visit China,” one of the sources, who spoke on condition of anonymity, told Reuters . The details were independently confirmed by four other sources, who also spoke on condition of anonymity. Another of the sources said Putin’s trip to China would probably take place in the second half of May. Two of the sources said the Putin visit would come before Xi’s planned trip to Europe. The Kremlin, when asked about the Reuters report, said information...

Lu highlights poll irregularities in House testimony

WASHINGTON: Ahead of his appearance at a Congressional panel on Tuesday, US Assistant Secretary of State Donald Lu submitted a written statement expressing Washington’s concerns about irregularities in the Feb 8 elections while also emphasising the need to stay engaged with Pakistan to help it navigate through the crises it is facing. Mr Lu is the diplomat whose supposed warning to former Pakistan Ambassador to the US Asad Majeed was the subject of a cipher sent by the envoy to Islamabad. This is the same document that former PM Imran Khan used to allege a US conspiracy to oust his government in 2022, and Mr Khan is currently on trial for mishandling the same confidential document. Mr Lu is scheduled to testify today before a subcommittee of the US House Committee on Foreign Affairs, at a hearing titled ‘Pakistan After the Elections: Examining the Future of Democracy in Pakistan and the US-Pakistan Relationship’. This bipartisan hearing is expected to draw significant attendance ...

PIA plane back from Muscat after engine replaced

RAWALPINDI: A Pakistan International Airlines (PIA) Boeing 777 plane, which made an emergency landing at Muscat International Airport due to engine failure 13 days ago, returned home on Monday after its engine was replaced with another one. The engine was replaced with one removed from another Boeing 777 plane grounded at Jinnah International Airport. The engine was airlifted to Muscat on March 10 on a C-130 cargo plane. Flight PK-714 from Madina to Islamabad carrying 392 passengers had to make an emergency landing at Muscat airport after one of its engines suddenly stalled and failed at 35,000 feet. The aircraft, with 357 passengers and 35 crew members, had taken off from Madina one hour and 50 minutes late. After attaining an altitude of 35,000 feet, the pilot noticed some problem in the engine. The plane was flying over Muscat when its left engine (engine number 1) suddenly stopped working. The cockpit crew decided to land at Muscat as it was the nearest airport. After gettin...

GWADAR: The road link of Gwadar and other parts of Makran division with Karachi and other areas has been cut off for over 48 hours due to protests against the alleged enforced disappearance of two youth. Locals and victims’ relatives have blocked the coastal highway and the M-8 motorway for the last two days and have demanded the recovery of Zakir Abdul Razzaq and Lala Rafique. The coastal highway has been blocked at Zero Point of the Turbat-Gwadar-Nalent link road, leaving hundreds of vehicles stranded on both sides of the highway. Passengers travelling in coaches and buses have been facing severe difficulties as they have been waiting for the highway to be reopened for the last 48 hours. The closure of roads has severed the land communication between Gwadar, Karachi, Pasni, Ormara and Iran. Additionally, a shortage of essential commodities has emerged in Turbat and Gwadar. Traders and business community leaders have expressed apprehension that the shortage would worsen if the r...

PML-N, PTI trade barbs over ‘smear campaign’

LAHORE: The ruling PML-N on Sunday accused the PTI of running a smear campaign against the country’s martyrs, an allegation swiftly rejected by the opposition party. Information Minister Attaullah Tarar warned the party of action over its alleged campaign against martyrs of the Mir Ali checkpost attack, while Defence Minister Khawaja Muhammad Asif regretted that the PTI’s ‘love of power’ had become so intense that “you make fun of those who sacrificed their lives for Pakistan”. In a rejoinder, senior PTI leader Asad Qaiser censured both Mr Asif and Mr Tarar for criticising his party over its alleged involvement in an “insulting campaign” against the martyrs of Pakistan Army and security forces personnel, saying they were running “misleading propaganda” against PTI. Seven troops, including two officers, embraced martyrdom when militants targeted a paramilitary camp in the Mir Ali area of North Waziristan on Saturday. The security forces later killed six militants in a clearance oper...
